Keep in mind that adoption fees for Shih Tzu puppies are usually more than for Shih Tzu adults, and can be a couple of hundred dollars, depending on the shelter. You still will have to pay a three-figure adoption fee from Shih Tzu rescues, and you might not get papers with the pup.
