Miriam Santiago arm-twisting BIR to turn over prized unit to her mediocre husband?
|
'Jun' is Narciso'Jun' Santiago Jr, the partner of Senator Miriam Defensor Santiago who was a middling customs personnel in the latter 1960s and early 1970s, assigned to trivial roles at the customs intelligence and inquiry division. Then-Customs Commissioner Ramon Farolan, didn't promote Jun Santiago from his obscure post because Farolan can spot real talent when he sees one. Even Bobby Taada, the previous senator, who began as the first customs commissioner after the fall of Marcos never recognized June Santiago as a talent. Jun Santiago, an obscure customs legal officer with the CIID, never left any impression that he'll handle delicate revenue collection work. those who started off with him got prime posts as collectors of major customs districts because of their sheer diligence, discipline and talent. But not Santiago, who had didn't inspire his superior and his peers at the customs bureau. This is maybe is what is at the roots of the acute opposition of BIR Commissioner Sixto Esquivias IV to turning over the enormous Taxpayers Service to Santiago, who's now presidential adviser on revenue enhancement ( PARE ). Esquivias fears that Santiago-in this particular context of a world economic meltdown-may just make a sorry mess of the LTS, which would depress, not reinforce, the money collection of the BIR. Esquivias' fears have real basis, if the track record of Santiago at the customs bureau were to be used as basis. probably, Esquivias asked around for Santiago's professional work in money collection and found it a big question mark. Probably, he got info from Willie Parayno, who was Santiago's MD at the CIID in the 70s and was once BIR Commissioner. For sure, Esquivias did his history checking and allegedly found nothing to assure himself that the LTS will be augmented as a major BIR unit under June Santiago. So, indeed, the query asked earlier is worth asking anew? Why is Senator Santiago arm-twisting Esquivias to turn over a prized BIR unit like the LTS to her husband? Why the undue interest in a BIR unit that handles the biggest corporate and individual taxpayers in the country? What is in it for the Santiago couple? If Senator Santiago feels she scored points over Esquivias when she frightened the BIR commissioner for his opposition to giving away the LTS to June Santiago, the general public has a different interpretation of the events. Senator Santiago was perceived as the caricature of a flesh presser incentivized by selfish and vested interest, lobbying for the grant of unjustified power and benefits for her hubby. there are a few dynamic women in Philippine society who are always working to plug their average or mediocre partners but nobody can top the anomalous power of Miriam Santiago in this office. If Finance Secretary Margarito Teves wants to preserve his image as a professional, he should support Esquivias and reject the power tripping of the Santiago couple. Jun Santiago has no track record of competence, only a middling career that's frequently promoted by his power-tripping senator-wife. Teves should tell the Santiago couple to rein in their ambition. The LTS is too crucial and important to countrywide income collection effort to get left to someone with the mediocrity of June Santiago whose only and point in his resume is his being married to Brenda. About The Author: Miriam Santiago is a traditional politician in the Philippines, changing political parties from opposition to administration for her personal interests. |
