The police sniper has a much more controlled environment than the military sniper. If the police sniper misses someone such as a hostage could die while if the military sniper misses there is usually no immediate danger but the military sniper is going to need a much more rugged piece of equipment that will remain accurate even under the toughest conditions. Both will have gear that is high tech and modern but each will have gear designed for their specific conditions. And the civilian sniper's gear will fit somewhere in that profile.
